BelgiumNewspaper De Standaard
This dataset contains data from newspaper De Standaard from 1999 to 2008. CAP topic codes have been manually coded. Krippendorf’s alpha reliability estimates are given at the end of the document. The data between January 1999 and February 2004 include newspaper articles from the front page of De Standaard only. The data between March 2004 and December 2008 include newspaper articles from the first three pages of De Standaard. This is done because the newspaper changed its format in March 2004, limiting the amount of articles on the front page to only one or two.

State of PennsylvaniaNewspaper Articles
Note: more detailed datasets are available for download, with the corresponding codebook, via the Pennsylvania Policy Database Project’s website. The Pennsylvania Policy Database Project is a free, online resource that provides access to more than 180,000 state and news media records and enables users to trace and analyze with a few clicks the history of public policy in the Commonwealth since 1979.
This dataset contains a measure of the government’s attention to news reporting and opinion on public policy issues in Pennsylvania beginning in 1979 and typically updated to within a year or two of the present. Since there is no dominant news source for the entire state, these data are composed of a 10 percent random sample of news reports produced by dozens of newspapers and electronic media across Pennsylvania as collected by state Capitol press offices and circulated to key policymakers each weekday in the form of news digests. This is the only dataset that is not universal, i.e., that is composed of a random sample. The governor’s press office is the source of the news reports during the Thornburgh (1979-1987), Casey (1987-1995), Rendell (2003-2011), Corbett (2011-2015) administrations. During the combined Ridge and Schweiker administrations (1995-2003), the project sampled similar news digests produced by the press offices of the House Democratic and Republican caucuses. These reports are collected and circulated by press offices to ensure policymakers and their staffs are aware of what news organizations and opinion writers across Pennsylvania are saying about policy issues. In simple terms, the articles represent the news media’s “agenda” as perceived by key policymakers. The over 30 years of articles included in the dataset were collected, abstracted, and then coded by researchers at Temple University, Carnegie Mellon University, the University of Pittsburgh, Pennsylvania State University, Pennsylvania State University Harrisburg and The University of Pennsylvania. On average, there are around 1500 articles per year. A random sample was collected by examining articles on every tenth page from the archived news digests. Once collected, the articles were read and then converted into three to five sentence abstracts by undergraduate researchers. During this process, the researchers also coded a variety of filter variables regarding the mention of important actors or topics, which are explained in further detail below. In addition to the filters the articles’ newspaper of origin, date of publication, original headline, and article type were coded to allow for future researchers to locate the original source documents easily and efficiently. The final step in collecting these data involved the application of the Pennsylvania Policy Database Project’s adaptation of the topic coding scheme used by the Policy Agendas Project to the article abstracts. These data are then combined for each individual record such that for every article sampled the following variables are available for analysis.

This dataset captures issue attention in the Swiss media. Data collection was based on the articles of the frontpage of the Neue Zürcher Zeitung for the period 1995-2003. Topics were assigned on the basis of the articles’ full text. Information on whether the article focused on international or cantonal and local news is also included. Character encoding is UTF-8.

United KingdomUK Media: The Times of London
The UK media data measures the policy content of the front page of The Times of London. Front page news stories are sampled on the Wednesday of each week between 1960 and 2008, with the headlines blind-coded by two researchers according to major topic code, generating a database of 21,854 front page headlines. Due to important changes in the formatting of The Times during period between 1960 and 2008, along with a strike that stopped production for almost a year we strongly suggest that those interested in the media data refer to the dataset codebook.

United StatesCongressional Quarterly Almanac
This dataset contains information from all articles in the main chapters of the CQ Almanac. Each CQ Almanac articles typically covers one legislative initiative; when an article contains information about several different public laws or bills, it is divided so that each record in our dataset contains information about one legislative initiative. Each record is coded according to our policy content scheme. Several other variables concerning each legislative initiative (e.g., bill numbers, Public Law number if applicable, committees involved, primary sponsors, etc.) are also included. Identification variables link our records to the original CQ source material as well as to our Public Laws dataset. A note of caution: article length has varied over the span of this dataset.

CAP topic codes have been automatically coded, based on a conversion of the EUROVOC-code of the bill into the appropriate CAP code. The European EUROVOC-thesaurus consists of 6,797 words and EUROVOC-codes have been assigned to each bill by the administration of the Parliament. The file contains only those bills that are discussed in the federal House of Representatives (Senate not included).

The source is a brief listing from the official website of the Hungarian National Assembly (http://parlament.hu/), the official website of the Library of Hungarian National Assembly (ogyk.hu), the Wolters Kluver legal database 'Laws of a Millenium' (https://net.jogtar.hu/ezer-ev-torvenyei), the CompLex legal database (http://www.complex.hu/kzlcim/kzl90_96.htm) and the OptiJus legal database (http://www.opten.hu/jogi-informacios-szolgaltatasok/optijus), and each entry correspond to a public law. This dataset also contains information about each decree law passed between 1949 and 1989. The decree law was a complementary instrument of the Hungarian communist legal system to laws. It was adopted by the Presidential Council of the People’s Republic during periods when the National Assembly was not holding sessions. It was equal to laws in every sense, they could mutually modify each other. When the National Assembly met again, it had the right to veto any decree law issued since its last session.
We have coded each entry by policy content, along with other variables of interest. We employed the standard Policy Agendas Project topic scheme in our policy content coding, and each entry was assigned one and only one content code. This allows researchers to trace activity on a particular topic across the period. The full description of our content categories may be found in the major topics codebook at http://cap.tk.mta.hu/en/codebooks. This Codebook is a modified version of the pertaining U.S. Policy Agendas codebook. We acknowledge the rights of the original publishers and express our gratitude for the permission to use their version as a starting point.

download dataset download codebookUrgent Questions in the Hungarian National Assembly (1994-2022)The Urgent Questions (1994-2022) dataset contains information about each urgent parliamentary question ("azonnali kérdés") introduced since 1994. The brief list of sources is from the official website of the Hungarian National Assembly (http://parlament.hu/). Urgent questions are introduced by the leaders of parliamentary groups (but are presented by MPs). MPs have 60 minutes per week to ask urgent questions, and each parliamentary group has right to present at least one urgent question a week. Urgent questions can be introduced until 60 minutes before the beginning of the session. Introducers must identify the topic of their urgent question, but a written submission is not required. In the debate of an urgent question ministers also have the right to reply to the MP's reply. download dataset download codebookQuestion TimeThis dataset includes information about questions asked during the weekly question time session (Interrogazioni a risposta immediata in assemblea) in the Italian Chamber of Deputies. Question time is held once per week, usually on Wednesday, and questions must be submitted the day before through the president of the parliamentary group. Each group can present only one oral question per week. Questions for question time must address a topic of general and urgent interest, and the debate on these questions is televised on the public broadcast company. The rules governing question time have been introduced in the Rules of Procedure of the Chamber of Deputies in 1997 (rule 135-bis), but already in 1996 some sessions were held to test the new rules.

SpainInterest Groups Appearances in Parliamentary Committees
In this database, we have recorded all the appearances of interest organisations in all the parliamentary committees of the Congreso de los Diputados (Spanish lower chamber) from 1996 to 2015. In Spain, interest groups access to the Parliamentary arena is always mediated by parliamentary groups, which decide whether to invite an interest group, and what matters should be discussed. More precisely, article 54 of the rules of the Congreso de los Diputados states that parliamentary groups may invite individuals and organisations to participate in committee meetings to perform several functions: to contribute to developing the tasks of oversight policy implementation; to provide information about specific issues; and/or to explain specific policy positions on an issue. Article 54 also states that parliamentary groups may grant access to interest groups to participate in research commissions, created ad hoc for the discussion of specific issues like corruption scandals, or focusing events. In all cases, the committee board (mesa de la comisión) acts as a gatekeeper, setting the agenda for each session.

Organic laws require the agreement of the absolute majority of members in the Chamber to be passed. They are also subject to limitations in terms of issue content. According to article 81 of the Spanish Constitution, organic laws regulate fundamental rights, the general electoral system, the approval of regional statutes (Estatutos de Autonomía), basic institutions like the Constitutional Court or the Ombudsman (Defensor del Pueblo) and the states of alert, emergency or siege. Since the Constitutional reform introduced in 2011, according to article 135, an organic law also regulates the maximum structural deficit that the state and regional authorities may have in relation to their gross domestic product.
Decree-laws are provisional regulatory acts passed by the executive in case of extraordinary and urgent need, when exceptional circumstances make following ordinary legislative procedure impossible. According to article 86 of the Spanish Constitution, they are also subjected to issue content restrictions as they can only deal with issues not related to the regulation of basic institutions, or fundamental rights or freedoms regulated in Title I of the Constitution. They are provisional because they have to be submitted for debate and voting by the entire Chamber of Deputies within thirty days of their promulgation. The voting is about the entire content of the decree-law, and deputies do not have the possibility to introduce specific amendments.
Legislative decrees are regulated by article 82 of the Spanish Constitution. The Chamber may delegate to the Government the power to issue rules with the force of law on specific matters not included in the list of issues that have to be regulated by organic law. Legislative delegation must be granted by means of a basic law when its purpose is that of drawing up texts comprising various articles, or by an ordinary law when it is a matter of consolidating several legal texts into one.

According to the Congress’ Standing Orders (articles 185-190), oral questions are presented at a fixed question time on a regular basis (generally on Wednesdays). Individual MPs, not parliamentary groups, have the authority to ask parliamentary questions. However, in practice, the strong party discipline that characterizes the Spanish political system means that the parties control the process.MPs hand in their questions in advance so that the executive has time to prepare a response. When question time comes the MP asks the question and a member of the executive branch (the Prime Minister, a Minister, or a Secretary of State) responds, both orally. The rules governing question time have been significantly changed over time (for a detailed explanation see Chaqués, Palau and Baumgartner 2015).

Parliamentary Bills can be introduced by at least 14 MPs, 25 Senators, by a parliamentary group with the signature of the speaker, by the Legislative Assemblies of Regional Authorities (Comunidades Autónomas) or by popular initiative following a quite restrictive procedure that requires 500,000 signatures of support (according to article 87 of the Spanish Constitution, articles 124-129 of the Congress’ Standing Orders and Organic Law 3/1984). Parliamentary bills, contrary to executive bills, have to pass a taking into consideration debate and a formal voting in the Chamber (with the exception of those coming from the Senate) so that only those having a wide support have the possibility to enter the legislative process. Parliamentary bills cannot be related to budget issues neither involve credit increase or income reduction. Those coming from popular initiative cannot be related to issues reserved to organic law, taxes, international affairs neither prerogative of mercy.

This dataset includes all bills and resolutions introduced into the Pennsylvania General Assembly beginning with the 1979-80 session and going through the end of the 2015-16 session. The average number of bills introduced into the PA House of Representatives is 2936, while the average number of resolutions was 504. The average number of bills introduced in the PA Senate is 1674, while the average number of resolutions is 235. In addition to the regular sessions, there are six Special Sessions[1] which average only 123 bills and resolutions per Special Session. Bill numbers, hyperlinks, a four-digit code, filters, and an extensive legislative history have been applied to each record. These will be explained in detail below. For a detailed description of the PA General Assembly and other branches of the PA State government, please go to the PA Government section of the codebook. Special Sessions for the following legislative sessions exist for: 1987-88, 1991-92, 2001-02, 2005-06 and there were two in 1995-96.

This public resource, compiled by E. Scott Adler and John Wilkerson, provides information about more than 400,000 bills introduced in the U.S. Congress, currently 1947-2012, along with extensive information about each bill's progress and sponsor. It is used by researchers to study legislative institutions and behavior; by policy experts to study issue attention in Congress; and even by citizens studying their family histories (the dataset provides the only digitized records of tens of thousands of private bills introduced between 1947 and 1972). Each bill is coded according to the topic coding system of the Policy Agendas Project.

For this database, we only considered major speeches given by the chancellor. If several government speeches were held by the chancellor the same year, the most important speech was identified. Speeches covering several topics were privileged over single issue speeches and longer speeches over shorter ones. We split each speech into quasi-sentences and then coded each quasi-sentence thematically. The data covers all speeches held between the 8th and 15th legislative periods (1976-2005).

In the investiture speech the candidate to the presidency of the Spanish government presents his program in order to seek the confidence of the Parliament providing important information about the policy priorities of the government for the next legislature. As defined in article 99 of the Spanish Constitution, the proposed candidate (designated by the King after consultation with the representatives designated by parliamentary group with representation in the Spanish Parliament) has to submit to the Parliament the political program of the Government he intends to form. In the state of the nation debate, that takes place annually (with the exception of election years), the Prime Minister informs the Parliament about his future policy priorities as well as about the evolution and implementation of the electoral program, informing about variations in the content of the governmental agenda since the beginning of the term. The Prime Minister speeches were coded at the quasi sentence level. A quasi-sentence is a unit of analysis that contains a single message or statement so that a natural sentence can contain one or more quasi-sentences.

United KingdomSpeeches From The Throne
The Speech from the Throne, the King’s or the Queen’s Speech, sets out executive and legislative priorities of British government in the forthcoming session of parliament. The full text of the speech is coded at the ‘quasi-sentence’ level (a quasi-sentence constitutes an expression of a single policy idea or issue). Transcripts of the speech were blind-coded by two researchers who compared and reconciled their responses; first to ascertain whether each quasi-sentence contained any policy content and then to assign a major topic and sub-topic code to each quasi-sentence. This procedure led to ninety per cent inter-coder reliability for major topics for most years. The coders resolved remaining differences through discussion and project leaders made the final decision in the few cases where coders could not agree.

Budgetary data between 1910 and 2007 is compiled using a combination of the UK Blue Book on Government Expenditure and expenditure data reported in Alan T. Peacock and Jack Wiseman (1961, Princeton University Press) The Growth of Public Expenditure in the United Kingdom.* Budget data from 1951 to 2007 was taken directly from the UK Blue Book on government expenditure recoded to match the policy agendas coding system. Each Blue Book contains several years of data updated to account for inaccuracies and additional expenditures not initially included upon first publication. To obtain a time series of the annual expenditure of British government from 1950 to 2007, data from the Blue Book for 1962, 1971, 1980, 1989, 1997, 2002 and 2008 were used. download datasetBudget OutlaysThis dataset, compiled by Bryan D. Jones, Frank R. Baumgartner and John Lovett, provides two 'synthetic' series of annual, long-term budget outlays. There is no single series reporting expenditures (outlays) for the US Federal Government since the founding of the Republic. However, two separate data series are available for US Federal Expenditures, compiled by the Treasury Department and Office of Management and Budget. The Treasury Series runs from 1791 to 1970, and the OMB series covers 1940 to the present. From these data sources, two synthetic budget series are constructed by merging data from the US Treasury with data from OMB. The series labeled Treasury Synthetic uses Treasury data from 1791 through 1970, OMB afterward. OMB Synthetic uses Treasury numbers until 1940, OMB afterward. For a complete description of these data sources, methods used to construct the series, and variable descriptions, please see the corresponding codebook.

Most data stem from Politbarometer available at the research data center of GESIS Leibniz Institute for the Social Sciences, but other sources of data have also been used. United StatesEncyclopedia of Associations
Since 1956, Gale Research, later Thomson/Gale, has published a printed volume entitled the Encyclopedia of Associations. The database on which the book is based also serves as a web-based research tool available through libraries and entitled Associations Unlimited. While not originally designed with the idea of dynamic analysis in mind, the accumulated volumes of the EA in fact allow a researcher considerable opportunity for analyzing trends over time. The Policy Agendas Project (PAP) has used the annual volumes of the EA to compile a time-series database of all associations, coded both by the EA subject categories as well as by the major topics of the PAP. Forty-two editions of the EA have been published from 1956 to 2005. We have compiled a simple list of each group and coded it into the PAP topic classification system. Complete data are available in 5-year intervals from 1970-2005 as well as estimated annual counts for the full period. A description of coverage and important details concerning the lag between reported copyright years and the information they represent is included in the full dataset codebook. Note that as of March 2014, we have implemented a 4 year lag in the annual dataset, with the previous Year variable now listed as CopyrightYear. Below is a link to the annual imputed counts dataset used in the trends analysis tool (with corresponding codebook). Elizabeth Coggins, was created to supplement the traditional Global Mood measure in an effort to provide scholars with as many policy specific mood measures as possible. The global mood database, which consists of nearly 400 survey questions and almost 8,000 administrations across 70 years, was disaggregated to generate longitudinal measures of public opinion in specic policy domains. By matching each survey item with a policy code from the Policy Agendas Project coding scheme, it was possible to estimate 61 unique series as well as five additional series relating to abortion and gay rights spanning 1940 to 2015.
