The Brazilian Policy Agendas Project started its activities in 2015. The research aims to investigate agenda-setting processes in Brazil by monitoring and analyzing the changing issues in the policy agenda. Thus, it is intended to contribute to the studies in the field of public policies in Brazil, especially focused on agenda-setting, as well as for the analysis of processes of policy change related to changes in government priorities.
The Brazilian Policy Agendas Project seeks to integrate this network, initially through analyze of six types of documents: Constitutional Amendments; Messages do the Congress; Presidential Investiture Speeches; Provisional Measures; Most Important Problems and Laws approved by the House of Representatives (at the Federal level). These documents will enable identification of topics present in the presidential agenda, in the legislature and also on public opinion. In future phases of the project, it is expected the expansion of documents for review, in order to permit the investigation of changes in the agendas over several decades.
The data was originally collected by Ana Cláudia Niedhardt Capella and Felipe Gonçalves Brasil with the collaboration of undergraduate students from Sao Paulo State University (UNESP) and graduate studentes from Federal University of São Carlos (UFSCar).
The additional data that are being collected (1995-2002) include: presidential Investiture speeches; Messages to the Congress, laws, Decrees and Provisional Measures.
